    I presently have this question on the apple forums however so far no luck. Does anyone own or have access to an Apple watch 4? If so can the fall alarm notification number be user programmed or is it as I have been informed locked into the local emergency team?

    Like all mobile devics the emergency call number is fixed in the associated SIM card. In the case of SIMless devices -like the apple watch 4 - its fixed in the device firmware and the number is determined by the carrier the device is tied to. This is not an apple or carrier decision, it determined by the underlying 3gPP specification for the mobile device and services.

    However you can disable the emergency call feature.

    You can setup local emergency call contacts. So that in the event of a fall, or if triggered manually by the user, local (personal) emergency contacts can be notified - including location data even if location data is normally turned off.
