    I wonder if by using the word "clock" they are trying to talk about the resultant speed, much like XTAL defines resultant speed.

    The truely confusing part for me is that in the definition of OSCCON they use the phrase "Internal oscillator block" meaning the circuitry attached to the crystal, albeit internal.

    In some datasheets they use the term Primary Clock to mean the resultant output from an external crystal via the Primary Clock Module and INTOCS the equivalent from the internal oscillator.

    I found this on another forum, might help

    Config:
    _CONFIG1H: 0x0039

    Program:
    OSCCON:=0x70; //8MHz from internal source
    OSCTUNE.PLLEN:=1; //internal PLL, center freq.
    repeat until (OSCCON.IOFS=1); //optional wait for frequency stable
    My RAM is failing

    Thanks for all the responses. Sorry to be slow responding. One of our goats broke a horn off last night (ouch!!) and we've been focused on getting her taken care of.
    I'll get back on this project when I get home tonight and will let you know what I find.

    Tumbleweed nailed it. Changing from "Internal Oscillator Block" to "Primary Oscillator" got it running at 32Mhz. Microchip seems to have gone out of their way to make this confusing.
