Compatible is a broad term. What do you mean? If it can be used from within the Proton IDE?
Depends, if there is a command line interface for this programmer you might use that.

The PicKit3 will program your devices, just use the user program that came with it (so what's the worry?).

PICKIT3 can be used directly from Proton using the Compile and Program. Here is an example for Parameters:
-P$target-device$ -F$hex-filename$ -E -M -B
Do a search on the forum and you will find specific info
