I have the same issue. A few weeks ago I have purchased a version including the USB Sparkey dongle via a Dutch reseller. Also I have entered the required data to get the status upgrade a couple of weeks ago.
How long usually will take it to upgrade my account to 'licensed user'?

The first thing to do is to access the BETA area and upgrade your copy to the latest version. Many improvements.
