    Re USB bootloader

Sorry I do not have plans to at this time. I would have donated it to jk as he is doing his work for free him self.

Only problem being the Proton lite version does not support the 14k50

I tried to help but he seems not to want sound advice.
10 for pcb+compiler is pushing it , if you use a light compiler (ie free) then it could be done.

Get a panel made up in china work out pennies a board as long as you get quite a few made.
approach microchip and explain its a not for profit endeavour, I am sure they would be willing to help you with cheap MCU's as its in their interests to get kids hooked on their product ,, as today's kids are tomorrows engineers.
Populate the boards yourself. Go down the SMT route as it will work out far cheaper and you can stuff more on a smaller board , hence making the boards cheaper again.

As long as its not for profit i am sure i could donate some laser cur solder paste stencils for pcb stuffing.

Look for sponsorship , while i was in the steel industry we sponsored many projects like this. try local big buisness , they can afford it and it looks good for them

Hong Kong Institute of Vocational Education made a number of prototype board, which is a tedious process. Personally, I would note that access to professional manufacture of printed circuit boards, and efforts to make savings in other countries.
