    Changing Shift_DelayUs in my design didn't help much, so you have some luck.
    (I completely redraw my design, and change it to parallel I/O instead of Shout).

    I had in the past problems with Shout the pulses aren't 50%-50% duty cycle so I had timing problem on the receiver side (ps2 keyboard interface).

    In the past I use ULN2803 http://www.ti.com/lit/ds/symlink/uln2803a.pdf

    For the LED's and relais etc. and base-resistors are inside of the chip.

    Are you sure you have A0,A1,A2 connected to GND,
    and Pull-Up resistors 4k7 from I2C bus to +3.3 -- 5V

    The only workarround for me now is to add about +360 to the outcome (BME280 eBay).
    So -290 + 360 is ~50%
    Following this rule;
