    One of my projects started with a 18f452, then changed to 4620, then a 4680 then a 18f4685 (92k). All had the same pin connections for my purposes. So you have plenty of options.

    Won't be a licensing issue. There is only one version of the compiler. If no dongle then only 'free' pics will compile.
