    Fixed it !
    I had to download the 64 bit driver and extract it onto my desktop.
    Using the "Jewels" setup on the right of the screen I was able to install the drivers.
    A bit messy, but it worked.

    Why not just put a high voltage bipolar capacitor in series with the fan, 10uF at 50Hz is about 318 Ohms. Simple. no heat, no software, no exotic zero crossing chips etc.
